On 13 September the Dutch government published a royal decree that introduced a regulation for sprinklers to be fitted in car parks larger than 1,000 m2 (about 40 cars) below sleeping risks. See Artikel 4.223a of the Dutch car park regulation_13 September 2022. There is an exemption if there is an escape route from the sleeping areas that leads outside and is not accessible from the car park. There is no exemption if the car park includes an automatic car parking system (car stacker).
The regulation includes several pages of explanatory text for the background to this and other changes, making clear that the new requirement has been introduced because cars present a greater fire load than in the past and that fires more readily extend to multiple vehicles before the fire brigade can intervene, introducing a greater risk of fire and smoke spread to those sleeping above.
